Just because it was on lock down doesn't mean anything, they had orders summoning them to Germany, to any checkpoint guards it would look like friendly troops moving into help you, unless you specifically stated that "Romanians not welcome" there is nothing to support the oh i was locked down, even if you were they would still be allowed through.

You don't understand I said my country was on lock down and no one was allowed to cross into my territories without my say so. So where is that at?? It's total crap. Even Ted himself stated that they should not be in Germany. Plus my borders guards were told to SHOOT ANYONE WHO DOESNT HAVE THE AUSTIRAN-HUNGARIAN SEAL directly from the emperor and even friendly troops would have to get my approval to go across my land and unless they send a direct telegraph or telegram to my emperor or department of transportation. Which would still need the emperors aproval they should not be there. On top of that I have a BUNCH OF DEFENSES and the old border crossings are no longer there so unless they some how got through millions of MINES WHICH I Set in place a long time ago magically unhurt they shouldn't be there only I know where it's safe to cross

I'm not being hostile by the way so please don't take this as that.

The Austrian-Hungarian Empire and Ottoman Empire have signed a temporary alliance agreement in response to the growing tensions in the Balkans.

Franz Joseph I requests to send military observers to Italy and Germany

The Emperor Franz Joseph requests that her great allies, the German Empire and Kingdom of Italy, allow military commanders from his Imperial forces to observe military tactics and possibly discuss arms agreements to better equip each others armies and get a better understanding how each army functions as a whole.

Austria Hungry begins enacts full mobilization

Due to the build up of forces on the eastern side of Europe and a possible threat arising on the West, we also hope that Germany will start supplying us with more efficient arms or allow us to "copy" some of their great weapons that they are currently developing.

Chief of Staff, Count Franz Conrad von Hötzendorf, has ordered the mobilization of imperial forces to the Serbian and Montenegrin boarder sighting rising tensions in the region for the deployment of troops.

The Austrian-Hungarian Empire also offers to send a special detective team to help catch these culprits.

The Austrian-Hungarian Empire States that all railroads and engines are to be updated, so that troop movements are easier to make within the country and also offers any of its allies who wishes to do so connect their railroads to the Austria-Hungarian Empires railroad systems.

The Austrian-Hungarian Empire and the German Empire Signed an agreement to Connect our railroad systems making transport between countries easier

The Austrian-Hungarian Empire is honored that the Ottoman Empire would invite its Leader Franz Joseph I to Ankara
But due to security concerns and the given tension in the Balkans we will be sending an ambassador in his absence

Franz Joseph I is reaching out to his allies at the moment about increased tension action in the Balkans
Let it be known that the Austrian-Hungarian Empire does not wish to go to war with Bulgaria but should Bulgaria attack the Ottomans in accord to our alliance I will whole hardheartedly step in and keep its end of the Alliance. As there is a larger threat lurking in the Balkans then dealing with these countries pettiness.

The Austrian-Hungarian Empire announces that it no longer sees fit to keep the TEMPORARY alliance with the Ottoman empire

Franz Joseph I is in agreement with the Kaiser of Germany that should anyone step foot on foreign soil as the aggressor that she too should find Austria-Hungary at their door step.

Franz joseph I horrified at the events that have happened before before him. Wondering how the hell Romanian troops got to Germany in the FIRST PLACE considering how my country is on such a tight LOCK DOWN.

As dawn begins to break on September 2nd 1914 nervous and the unprepared Romanian troops hear the distinct sounds of 7.58cm and 240mm trench mortars firing over the border along with 10.5cm,15CM and the new 240mm long range artillary guns. The Germans made planes start to fly over marked with Austria-Hungarian insignia as they are in search of soft targets strafe, as well as other planes to shoot down. Romainia finds at its border what is estimated to be over 1.5million men in blue and tan uniforms assulting across the terrain as the walking barrages of artillary and maximum machinegun fire are heard from
The GERMAN built 08 machine guns. ROMAINA has awoken the sleeping giant and he's going right for the throat

The Austrian-Hungarian empire has launched it's first offensive by surprise and without warning

Emperor Joesph I of Austria-Hungary sends this ultimatum to the Romanian King release the captured prisoners unharmed and surrender your troops in Berlin or I will march on your capital and burn it to the ground

THE AUSTRIAN-HUNGARIAN EMPEROR WILL HAVE THE ROMAINIAN KINGS HEAD ON A PIKE IF HE DOES NOT COMPLY

These are all you in game posts, and in none of your PMs are there any orders of a lock down.

Well then I apologize but even so I've stated I had heavily fortified trench lines from my north eastern border and my southern border so no one could get through those as there is barbed wire after barbed wire and let's no forget about the other goodies I PMed you about. So in reality that could be considered on lock down. Also I will delete my post about Romania since it's against the rules if need I'm fine with that or if you wish to pennalize me cause I wasn't playing fair then that's fine. Though I did set the ball for me though you could still roll the dice and see if my attack as successful or not.

P.S please excuse my grammar it's very hard to do this on a small phone screen

The update says the Divizia Usora used trains to get to Berlin, so unless you tore up train tracks, trenches and barbed wire wouldn't really have any affect. I don't know the ins and outs of this case, but I would imagine that unless you gave specific orders to forcibly halt any and all cargo trains passing through your entire empire, the troops would get through. That's just what I've come to with the information I have.

I stated that I have a special railway police and that my railways are to be used for my war machine. Even so they still would need the proper papers to get through my empire and my railway police and under orders to shoot anyone who doesn't have authorized access or papers right on the spot no questions asked
