I think he means when the game is exited, there will be a small window left on the screen for a moment that is the game.
I see it but it goes away and I don't have to kill the process to end the game. So I take it as a win.

I've had the same problem and it lasts much longer than "a moment". In addition, it says I am in game after the screen either goes away or I go to the Task Manager. Moreover, it won't let me get in the game. It says it is already running and crashed my computer when I went to the Task Manager to end the process.

It is ending the game, and in no way affects the quality while in game.

I have to agree with A.P. Hill, this isn't a problem with any performance for the game. It's ending the game, minimizing the game as it cancels itself to close it. I'm sure the WoR developers are aware and will be fixing it to just shut down like other normal games.
I used to have this happen and freeze up depending on how long it takes your processor to close it down. Task manager can sometimes help in these cases but you have to manually end the task through task manger.
One simple solution to help, is always run Steam as an Administrator. This allows for it to take priority of tasks and when you close it, your computer knows to put it's commands before anything else to close. Also, giving administrator rights to Steam allows for quicker loading of games (at least I've seen that since I've had mine done).
If you are not running Steam As Administrator, do the following:
- Right-Click on Steam Icon (on desktop or in program files (application icon).
- Select Properties
- On Properties Window, navigate to the Compatibility tab
- Look for a checkbox that says "Run this Program as an Administrator"
- Check the box, click "Apply", then click "OK"
- Restart your computer, done.
