I was earlier discussing with two regiment commanders about teamspeak and how regiment commanders will need them, but I am assuming not all of us including myself have that option. So will we be at a handicap and not be able to command, or at least, not as effectively as those who do?

I think he's talking about no voice chatting at all, and hinting on an in-game commanding system.

Hm, this is unfortunate for me... do you think that it would be a requirement for officers to talk live to their soldiers, or will their be commands you may give without speaking live?

It simply means communicating by voice over the internet. There is thousands of examples but he referring to a use of in game voice communication.

In their Kickstarter video it appears as if an officer can put markings on the ground where he wants his units to go, and there seems to also be pre-made voice commands.

I would love if that was the way it worked, I'm a bit nervous when it comes to voice things because of previous things...:(

Whoops, I wasn't thinking of exactly that then. I'm thinking of the mumble integration that Project Reality uses so that the sound of your voice is based on where you are and you can only hear people near you.

VOIP is Voice Over Internet Protocol. Or internet provider.
