The paper cartridges above are for cap and ball revolvers such as the Colt and Remington, but the percussion cap still need to be put on. Maybe the officer could have a much less accurate pocket...

Well black was also militia, especially in the western theater. I would guess that these men might belong to the 1st Texas, as I think they will be added in drill camp.
