Not completely sure, but I believe they've been made by devs for people, or taken from the screenshots. As of now there's no way for us "common folk" to get them.
Most people cutted out the avatars, which were showed in the company tool preview.

I did shoot a deer at 100m once in 20 degree weather with Ugg's boots on and I hadn't eaten breakfast, closest I could get to your description -Me

Avatar pictures. Like I have A. P. Hill displayed. You have a pair of flags. All the devs, (except me,) and the moderators have images of soldiers from the game. Other members, non developers or moderators, also have these, but their source is different from the others.
Until this endeavor goes public, as has been stated, people pull their graphics from Kickstarter photos and the like.
