Steam says I can't write a review until WoR has released, yet I've seen other games with reviews made before they officially released, too. Is there a way to make this possible?

Not that I'm aware. I think the feature opens up when we enter Early Access.

From my perspective, a lot of those "reviews" tend to be shill pieces throwing massive praise on the product, deserved or not (either as a promontion from the developer or just a rabid admirer of the game)

I know you wouldn't do this, but it can come off as such, so I'm glad that reviews aren't going to open up until it's in its early access release
