I think the only way to view such is by your status of unenlisted looking to join a unit, or you've chosen to create a company.
The 3rd PHB showed fine in either of the above states.
If there are no units created it won't show in a list otherwise.

Regarding the Active USA Regiments list: I believe 79th New York is now part of the 9th Corps per this post.

Well which one do you mean: IX? or XI?

I see you are unable to understand the 9th Corp post. It is no fictional formation or association. Please go re-read the forum thread.
