I don't think this is a bug, rather a server setting but it heavily favors cavalry. Especially since there's no reload animations. I'd call a bug though in that you never have to go through the process of reloading you just keeping cocking the hammer and firing. You can just keep blasting away indefinitely. It's liberating to not have to worry about running out but it's incredibly gamey at the same time.
